It was set to 3 seconds. I bumped it down to 1 sec.
I personally hate spawn protection altogether, but with a fixed spawn map it's really necessary.

maybe you could put the ct's spawn points in the lower building or somewhere more outta site O_o

personally, i thought it was more fun when spawn pts was randomized. but that's just me. no protection, purely random. that is fun.
