I would assume that he was just lying to try to get it undone. Sad because I always liked retro but I don't think you can get that wire frame stuff in an awp skin.

To my knowledge it is IMPOSSIBLE for a skin alone to set any convar, let alone a convar you wouldn't normally be able to edit anyhow.

So yes, the conclusion would be that he was lying.
